IPS - Patch Hack for Rom - Packs Needed?

Hello I've been doing some tests with IPS patches of mame and there are some that work in FBA like for example kof99combo and others that do not work for example kof2002omega.

However I have seen many hacks that are great and although I lack knowledge to create an IPS I have tried to do it based on some tutorials I found out there, but whenever I try to add it I get the debug error so I have stopped trying since it is too frustrating.

Finally, if someone has IPS preferably for KOF (98 - 99 - 2000 - 2001 - 2002 - 2003) with versions of Orochi Iori and Orochi Leona I would greatly appreciate it, since it would be a very big help for the creation of my TAS videos :)
