The Game List it's never avaliable on FBA NEO

The ROMs directory is correct, I click on "Scan ROMs" but nothing happens.

No game is not shown as if it has no directory at all.

How do I resolve this problem?

You are not providing a lot of information (system or game concerned), but let's try to debug this.
First, you seem to be using an old FBN version, as it shows up as 1.0.0.02. Get a recent one here.

Assuming the path is indeed correct, you must ensure the ROM is also correct. There are multiple ROM sets available, and you need to use the one that FBN expects.

* Go to Misc / Generate dat file / <generate whatever dat file you need>
* Download and install RomCenter, and feed it that dat file
* Check that your ROM shows up as valid in RomCenter
