Super Street Fighter 2 speed cheat question

hello :)
i am trying to make Super Street Fighter2: The New Challengers play at the same speed as
Super Street Fighter2: Turbo (speed Turbo 3 or something comparable, certainly i want the game faster than normal).
since SSF2: TNC doesn't have a speed option in its service menu i'm forced to use a cheat file:

cheat "Turbo Mode"
default 0
0 "Disabled"
1 "Enabled", 0, 0xFF82ED, 0x01

the problem is this cheat file makes the game way, way to fast and i don't know what value to use instead of 0xFF82ED. i tried guessing some values, but it didn't work (nothing happened).

can someone help me with this?
or at least explain me how to find meaningful values for that hex number that affects game speed?

i believe thats a cps memory address. If you changed it, it would be writing to god knows where and would not have the same effect

A really dumb but fair attempt would be trying to alter the 0x01 to any other hex value but i strongly doubt that'd have any effect

Try FILE -> "Overclock cpu" on the main menu of FBA

thanks for the tip, but CPU being adjusted @ 50% or 200% makes no difference at all.
