The colors of Lock-On look kind of dark to me, though. Looking at it the original game running, it seems a bit brighter. Doesn't it?

well, there are a number of things wrong with the crt in that video, namely too much green (part of the sky is green), I wouldn't go by that one :)
The palette calculation is being emulated down to the output resistors, so I think it's pretty accurate, fwiw: it looks the same in MAME
