What program? MAME, final burn/neo/alpha, retroarch, fightcade, raine?
On what operating system? linux, windows, wiios?

Generally speaking, "renderer" refers to some code used to display gfx on your screen, and "legacy" probably refers to an earlier version of that code.

FB Neo v0.2.97.44-47 Fightcade fork. Windows.

when legacy is unchecked it uses the Ex version of dx9. Ex has a faster page flipping method but isn't compatible with every system.
