Does the ban on certain Cave games such as Espgaluda, Ibara, Ketsui ect........ in Mame the same in FBA or are the rules a little more relaxed here?

Espgaluda and Ketsui either aren't dumped or just aren't publicly available.  if they were, they would be certainly up for emulation in FBA, especially since they are more-or-less on PGM hardware.  Ibara uses a CPU that isn't emulated at all by FBA (Hitachi SH3), so it's unlikely it would be added.

All the newer Cave games are protected anyway.  They won't work without dumps of the Internal ARM roms, which may mean having to sacrifice many PCBs to 'decapping' in order to dump the various different internal ROMs, revisions and regions.

Attempting to simulate the ARM won't help as Cave effectively use them as their 'bullet processor', which is pretty complex (I believe I read somewhere that they have a patent on it due to it's complexity and intricate details)
