Street Fighter 2 Turbo JPN not working!?!

well i decided to try out the JPN version of sf2 turbo but to my surprise, it doesn't work on current fba, mame, nebula or kawaks  :eek:  

i'm just wondering why is this especially for mame where it says it playable but then it acts like it can't find the romset yet audit saw it fine; latest fba and older gives me an error while trying to load the game;nebula 224 see the romest fine, starts loading it and then gives me an error saying the roms are missing (same error as mame); latest kawaks loads it but then crashes and the last 2 versions did this so what gives :confused:

the only time i was able to play it was using kawa-x which i believe is based on 1.45 but why not on pc emu's
