Getting Street Fighter 2 Mix Dream Battles to work

I am trying to get Street Fighter 2 Mix Dream battle to work on FB Neo. Im using PC windows 11. I try to follow the web site instructions that the rom is hosted on. I get a message that shows missing roms when I do try to follow those directions. Can anyone help figure out how to get this game working. I know it can as Ive seen it played on You Tube. Attachement enclosed WEBSITE rom hosted at https://sf2mix.github.io/system.htm

This is a MAME screenshot.

In fbneo, put sf2mix.zip in the roms directory and find the sf2mix game in the game list (f6 -> put sf2mix in search box), then select it. Might have to rescan roms first.
