Are there some tools to encrypt p-roms for kof99, kof2000 & mslug3?

Here's a quick program I put together.  I haven't tested any roms except kof99.

Sorry about not including my source, that was a mistake... but I seem to have deleted it since. :(

Here's a bug-fixed version.  In the previous release kof2000 didn't decrypt/encrypt properly.

Re-wrote the source too. :S
