Why does FBN work perfectly on Pi but not PC?

I have a decent amount of knowledge with emulation but I don't understand how FBN roms can be thrown on a Pi and they work perfectly fine with no issue, but on PC, whether ran through the FBN program OR RetroArch with the FBN core, I get a message saying something like "romset not detected".

I used the same Romset in both instances. Non-merged. Scanned and rebuilt in clrmamepro. I guess if I had one important question out of all of this. It's how can every rom work fine in Recalbox (using RetroArch and fbn_libretro core) with no configuration, but using RetroArch on PC, same roms, same core, I get an error?

FBNeo is updated several times a day, those changes include romset updates. Your recalbox uses an older version of FBNeo, as it was weeks/months ago. The version you downloaded on your pc is most likely today's version : a few romsets will need a newer version.
